Task Force Report Details Anti-Christian Discrimination Under Biden Administration

Social media claims of anti-Christian bias in the Biden administration have gained new credence following the release of an official government report.


On April 30, 2026, the Task Force to Eradicate Anti-Christian Bias released a 200-page report documenting multiple instances of anti-Christian bias across federal agencies under the Biden administration. The Task Force is a partnership of representatives from 17 federal agencies under the Department of Justice, created in compliance with President Trump’s Executive Order 14202, issued February 6, 2025. The order states its purpose is “to protect the religious freedoms of Americans and end the anti-Christian weaponization of government.”

The 200-page report examines how the Biden administration targeted Christians practicing their sincerely held beliefs, including in the areas of pro-life advocacy, gender ideology and higher education.



Pro-Life Prosecutions

President Trump’s executive order identified the targeting of  pro-life groups as a primary example of weaponization. The order refers to “targeting peaceful Christians, while ignoring violent, anti-Christian offenses” in this particular arena. The Biden administration collaborated with pro-abortion non-governmental organizations to identify potential violations to the FACE (Freedom of Access to Clinic Entrances) Act against pro-life protestors. 


The report also notes that pro-life defendants received an average sentence of 26.8 months, compared to 12.3 months for pro-abortion defendants in similar cases. President Trump’s executive order notes his pardons of multiple non-violent protestors, including those charged for simply praying outside abortion facilities.


The report also highlights a conscience-rights case involving a Christian nurse who claimed she was coerced into performing an elective abortion at the University of Vermont Medical Center under fear of retaliation. The incident occurred during the first Trump administration, and the Department of Health and Human Services issued a Notice of Violation against the medical center. The Biden administration resolved the case administratively and withdrew the notice with no further penalties.



Gender Ideology

The 2020 Supreme Court ruling in Bostock v. Clayton County held that discrimination based on sexual orientation and gender identity constitutes discrimination 'because of sex' under Title VII of the Civil Rights Act of 1964. President Biden expanded the scope of the ruling to apply to Title IX, directly impacting the NCAA and issues related to men playing in women’s sports, leaving few options for conscience protections or other legal recourse related to women’s safety.


The Biden administration’s 2022 guidance on foster care placement subjected Christian families who sought to raise children according to their religious beliefs on gender and sexuality to heightened scrutiny, with some facing potential barriers to licensing or placement.



Education

The Task Force’s report cites targeted penalties of Christian universities as well as strategic guidance in public schools to promote progressive ideology.


In 2023, the Biden administration’s Department of Education levied a $37.7 million fine against Grand Canyon University for allegedly misleading doctoral students about the cost of their programs. Many GCU students incurred extra costs during their course of study, which the Biden administration described as misleading and predatory toward students. 


However, the 200-page Task Force report states that no federal court found sufficient evidence to sustain the claim. Additionally, no student complaints were brought forth as evidence, and a third party, the Higher Learning Commission, called GCU’s disclosures “robust and thorough” in 2021 according to Higher Ed Dive reporter Natalie Schwartz. The Department of Education rescinded the fine in 2025.


Liberty University agreed to pay a $14 million fine in 2024 to settle violations of the Clery Act, which requires all institutions of higher education to report crime and hazing statistics annually. While Liberty did settle this case, the Task Force report mentions the amount of the fine as an example of disproportionate punishment toward Christian institutions, along with the GCU fine. 


Liberty’s $14 million penalty is the highest fine ever paid by an institution of higher learning for violation of the Clery Act. For comparison, the report highlights two high-profile fines previously issued by the Department of Education to institutions of higher learning. First, a $2.4 million fine against Pennsylvania State University when former assistant football coach Jerry Sandusky was convicted of 45 counts of sexual abuse against minors. 


In comparison, Michigan State University paid $4.5 million after Larry Nassar, the former university doctor, was convicted for serial abuse related to the women’s U.S. gymnastics team as well as patients from the university. At the time, both were the largest penalties levied for violations of the Clery Act. Liberty University’s settlement dwarfs these numbers and results in no admission of wrongdoing.


The report additionally mentions Biden administration guidance to states and local school districts that warned of potential Title IX violations for schools that choose to remove books viewed as LGBTQ+ inclusive, deeming the action capable of creating a hostile environment for students. The administration went as far as to create a “Book Ban Coordinator” position within the Department of Education to investigate such complaints.



Worldview Roundup

As Christians, our primary citizenship is in heaven (Philippians 3:20) and we serve as ambassadors for the Gospel on earth (2 Corinthians 5:20). Living in a fallen world means that we must balance multiple simultaneous truths :


  • Christians are called to live counter-culturally and not conform to the patterns of this world (Romans 12:1-2).

  • Christians should expect this commitment to cause a collision of worldviews at times, both in personal interactions and with governing authorities (Philippians 3:17-21).

  • Christians should be prepared to count the cost for following Jesus (John 15:18-20), while also expecting God to build His Church (Colossians 1:15-29).


Government, though ordained by God (Romans 13:1-7), operates within a fallen order and can act unjustly. Christians are called to seek the welfare of the society in which God has placed them, rejoice when justice is upheld, and obey God rather than man when necessary (Acts 5:29).


In the American context, freedoms of speech, expression, and religion have historically provided breathing room for faithful Christian witness. Faithful Christians ought to appear as upstanding citizens to a watching world. But, as progressive ideology continues to spread, Christians should also advocate for the foundations for this freedom. 


Freedom of speech, expression, and religion are not neutral values. They are publc, declarations of what a people or leaders ultimately worship. This is true for both governing authorities and those under their rule. Consequently, the degree of pressure Christians face to conform to the patterns of this world will rise or fall according to the cultural direction set by those in power. Christians should remain alert to these pressures, whether covert or overt, and speak boldly against insidious and destructive pressures such as the ones uncovered in the Biden administration. We should also rejoice when governments take steps to overturn such imbalances, as the Task Force appears to be doing. 


Ultimately, we should also remember the fallen nature of every individual in government, even amid that rejoicing. We can be grateful that President Trump is working to reverse the targeted pressures and restore conscience protections. At the same time, we ought to ask the Lord to open his eyes regarding policies that fall short of a true pro-life ethic, such as those related to IVF and the abortion pill. Ultimately, Christians are called to remain alert and remember our first citizenship and role as ambassadors, imploring a watching world, “Be reconciled to God” (2 Corinthians 5:20).
